This is an issue for which I have no answer.
I always wanted you to have the least amount of mouse clicks possible. So ALL of the production phases are on one screen.
My current thinking is to run all the phases down the left side of the screen, and then have the main part of the screen filled with the attributes of that particular section. This would allow for more room for attributes, which would allow for sexier buttons and stars for those attibutes. And the text could be larger, etc.
In the end, it's always going to be a text-based game. In my mind there is no way around that.
But I am open to suggestions ...

Hmm, I like that idea. Also, and I know I'm old fogie at this point, but I prefer it being text-based game

I can't see how this game could be anything but text based. It really doesn't lend itself to 2D or 3D graphics.
As far as a UI goes I have the utmost confidence that you will come up with something that works. I'll most likely have better suggestions once game testing starts.

I think you are on the wrong track.
Stuffing everything in the same menu, on the same screen is exactly what makes a screen hard to read/understand and a game hard to navigate.
Mouse clicks are not a problem, as long a Icons and Buttons make it clear, where my mouse click will lead me or what it will do. Unclutter your menus, put less information and controls on every screen, instead make sure that navigation is quick, intuitive and uncomplicated. Use shortcuts and hyperlinks for that. I think Football Manager is a good example. It has tons and tons of data, more than HMS will ever have, hundreds of screens, dozens of menus, but it's still easy to navigate. Because you can basically reach every menu form every other menu, the menu you want to look it is only one or tow mouse clicks away.
